A guided, step-by-step experience that helps vendors build complete proposals without missing mandatory requirements.

Review requirements

Vendors see all solicitation requirements with type badges: Mandatory, Desirable, or Informational. Each requirement is clearly labeled so vendors know exactly what is required versus what strengthens their proposal.

Track progress

A progress bar shows completion percentage across all requirements. Vendors always know where they stand and what still needs attention before they can submit.

Draft responses

Vendors save individual responses as drafts at any time. A Save All Drafts button lets them batch-save everything in progress. They can close the browser and return later to resume where they left off.

Submit proposal

Final submission is gated on all mandatory requirements being completed. A confirmation dialog summarizes the proposal before submission, preventing accidental or incomplete submissions.

Q&A management

Structured question and answer management that replaces email chains with organized, trackable communication between vendors and the agency.

Contextual questions

Vendors ask questions tied to the solicitation as a whole or to specific individual requirements. This keeps Q&A organized and easy for the agency to manage.

Visibility controls

The agency answers each question with public or private visibility. Public answers are visible to all vendors and unauthenticated visitors. Private answers go only to the vendor who asked.

Status tracking

Every question has a clear status: Pending, Answered, or Closed. Vendors and agencies can filter by status to quickly find what needs attention.

Open access to public Q&A

Unauthenticated visitors can read all public Q&A without creating an account. This reduces duplicate questions and ensures transparency.

Teaming agreements

Prime contractors can build teams, assign work, and control access, all within the portal and tied to specific solicitations.

Invite team members

Assign specific solicitation requirements to individual team members. Each member sees only what they are responsible for, or the full solicitation if given full access.

Control access levels

Choose between Full Access (entire solicitation visible) or Assigned Only (only their assigned requirements). This protects sensitive proposal content across teaming partners.

Agreement lifecycle

Agreements follow a clear lifecycle: Draft (setting up the team), Active (collaboration in progress), and Dissolved (partnership ended). Status is always visible to all parties.

Frequently asked questions

Do vendors need to create an account to view solicitations?
No. Published solicitations are accessible via a public URL without any login. Vendors only need to register if they want to submit proposals, participate in Q&A, or join teaming agreements.
Can we customize the portal branding for our agency?
Yes. The vendor portal is branded to your agency. You control which solicitations are published, and each one gets a unique URL with a custom slug that you define.
How does the proposal submission process prevent incomplete submissions?
The Submit button is only enabled once all mandatory requirements have a response. Before final submission, a confirmation dialog shows a summary of the proposal so the vendor can review before committing. Vendors can save drafts at any time and return later.
Can vendors on a teaming agreement see each other's responses?
Access depends on the level set by the prime contractor. Members with Assigned Only access can see only their assigned requirements. Members with Full Access can see the entire solicitation. The prime contractor controls this per team member.
What vendor information is visible to the agency?
Agencies can view the full vendor profile including company name, CAGE code, UEI, DUNS, SAM.gov status, capabilities statement, certifications, NAICS codes, and any past performance records. Agencies can search and filter across all registered vendors.
